Job Summary
The Community Services Manager provides leadership, coordination, and supervision to all community-based (non-residential) programs, including Outreach Counselling, School-Based Services, Child Witness, Group Services, and Violence Against Women programs.
This senior leadership role ensures the delivery of high-quality crisis intervention, supportive counselling, advocacy, and referral services for women and their children. All services are delivered within an anti-oppression framework and in alignment with Women’s Resources’ Reason for Being and Beliefs & Aims.
The Community Services Manager is a member of the senior management team and supports strategic service implementation, staff development, community collaboration, and program accountability.
This is not an entry-level position.

Key Responsibilities
- Provide leadership and oversight of crisis intervention, counselling, advocacy, and referral services
- Supervise, coach, and evaluate staff; ensure annual performance reviews
- Coordinate hiring, onboarding, training, and professional development
- Maintain student and volunteer placements aligned with program needs
- Foster a collaborative, respectful, and feminist team culture
- Ensure consistent, client-centred service delivery and accurate documentation
- Plan, coordinate, and evaluate group programming
- Develop and implement program evaluation and reporting systems
- Prepare monthly, quarterly, and annual service statistics
- Oversee program budgets, petty cash, and client support funds
- Build and maintain strong community partnerships and referral networks
- Represent WR through public education, committees, and community initiatives
- Promote effective communication, problem-solving, and conflict resolution
- Participate in organizational leadership and program coordination meetings
Qualifications and Skills
- MSW or BSW in social services/women’s issues, or an equivalent combination of education and related experience
- Minimum 3–5 years’ experience managing and supervising a team, preferably within a social services or violence against women setting
- Demonstrated commitment to women’s issues and the anti-violence movement
- Strong understanding of feminist and anti-oppression frameworks
- Knowledge of domestic violence dynamics, risk assessment, and related legal systems
- Demonstrated knowledge and application of multiple counselling modalities, including trauma-informed practice, solution-focused therapy, goal-focused counselling, strengths-based approaches, crisis intervention, and group facilitation models
- Ability to provide clinical consultation and guidance to staff on complex and high-risk cases
- Proven program management, staff supervision, and coordination experience
- Strong community development and partnership-building skills
- Ability to lead teams, foster collaboration, and manage conflict effectively
- Strong analytical, planning, and program evaluation skills
- Excellent written and verbal communication skills
- Proficiency in Microsoft Office (Word, Excel, Access) and database systems
